This paper analyzes the feasibility of Hong Kong port to become an Emission Control Area (ECA) under current practices and facilities, in order to prepare for implementation of 0.1% ECA in 2020. The feasibility study focuses on stakeholders analysis and, port and policies comparison of Hong Kong with other ports in ECAs, like Port of Singapore, Port of Rotterdam and Port of Los Angeles, in both hardware and software. The influences of the new stricter regulation to stakeholders are identified. By the port comparison and policy analysis, the limitations and weaknesses of current port operation and government polices in Hong Kong are determined. The potential problems and challenges driven by the stricter sulphur emission limits helps providing further improvement of Hong Kong in reducing air pollution from maritime activities to enhance Hong Kong to become a qualified and effective ECA in the future. |
